Is one allowed to manicure nails on Rosh Chodesh?

 

One may not cut his/her nails on Rosh Chodesh, but may paint them, etc. There is room to be lenient about filing too.

In regards to your specific question, a manicure can be permitted on Rosh Chodesh as long as it does not involve cutting the nails.
