What about on Yom Tov?

Shabbos day – he can use Chamar Medina, assuming there’s no way to use any alcoholic beverages. In such a situation, can he get access to hot, (following, of course, all Hilchos Shabbos) or even cold, coffee or tea?
The same laws apply for both Shabbos and Yom Tov.
