If the Baal Koreh is a Kohen or a Levi, who gets the Aliyah of the Tochecha?

There are several options, listed in order of preference:

1. Someone else should prepare and Lain the Kriah of the Tochecha and take that Aliya (without being called up).

2. The Baal Koreh (the Kohen/Levi) should read his Aliyah and continue until after the Tochecha, taking that Aliya (without being called up). The remaining Aliyos should then be divided into the remaining Oilim. [Note: This arrangement is not suitable for Parshas Tavo.]

3. A paid employee of the Shul should take the Aliya (without being called up).

4. Someone should be paid to take the Aliya (without being called up). There is no negativity associated with the Aliya if it’s a paid job.

If the Baal Koreh is a Yisroel but has a Chiyuv and wants to get Maftir, can he get the Tochecha and Maftir?

No. See more here (and here as well). Instead, options 1, 3 or 4 above should be followed.
