What Bracha do you make on meatloaf that has a pastry puff covering?
It would all depend on the status of the pastry how it made. If it is kneaded with oil or the like it would be mezonos; if it is kneaded with with water it would be Hamotzie.

Isn’t it pas habah bekisnin if its filled with meat even if its needed with water?
Only something sweet is considered pas habah bekisnin.
