I pledged Tzedakah to a Meshulach and then realized I don’t have the money on me…
Question:
If one pledged verbally a certain amount of tzedakah to a meshulach and then he realized he didn’t have money on him or his credit card wasn’t working in the machine, is he required to give that exact money to that meshulach, although he’ll never see him again and has no way of contacting him in the future? Can that exact amount be given to any other tzedakah?
Answer:
If he verbalized the amount he wanted the Meshulach to swipe his credit card for, and he knew what the Meshulach was collecting for, he cannot give the money to a different cause.
If he can’t locate the Meshulach, or donate the money to the same exact cause, (the same poor people or the same institution), he must do Hatoras Nedorim.
If he didn’t knew what the Meshulach was collecting for, he may give the money to a different Tzedakah.

וגם מש״כ בשם הגריש״א להתיר כשהעני ברח דאדעתא דהכי נדר – ראה אבני ישפה ד, קא, ד בסופו – הרי הביא שם מהליכות שלמה א, ז הע׳ 12 שיש להחליט שאינו גומר בלבו עד שיתן בפועל מחשש שיברח. ומסתבר שגם סברא הנ״ל להתיר הוא רק כשלא הוציא בפה. וראה בצדקה ומשפט פ״ט סק״ד שאם אינו יודע למי הגבאי גובה, יכול לשנות לגבאי אחר.
