If I am accustomed to give poor people Tzeduka am I obligated to them or can I change the recipients? In this regard, are recipients in Israel on the same priority level as Crown Heights?

 

Your neighborhood comes before Eretz Yisroel.

More specifically, this is the order for giving funds to Tzadakah:

  1. Family
  2. Your city
  3. Eretz Yisroel
  4. Other places

One may if they so wish to have the great Mitzva of supporting the poor in Eretz Yisroel but not at the expense of the poor in their city.

Additionally: one shouldn’t change their tzedaka arrangements.
