Do you need to wash Negel Vasser if you’re up the whole night?

For example on a night flight and you stay up the whole night can you eat and Daven without Negel Vasser?

And would you say על נטילת ידים?

Answer:

If one was up the whole night he still needs to wash his hands as soon as day breaks, even if one knows they did not touch any parts of their body that are usually covered.

The Minhag is that they say all Birchas Hashachar even if they were up all night. (However, this should be done after going to the bathroom).
